
Qatar has introduced significant amendments to its Labour Law through Law No. 9 of 2026, effective July 2026. These changes affect employers, workers, and manpower agencies across the country. Here is a breakdown of what is new and what your business needs to comply with.
1. Joint Employer-Worker Committees Now Mandatory: Companies with 100 or more workers must now form a Joint Employer-Worker Committee. Previously, this threshold was 30 workers. Non-compliance carries fines of QAR 2,000 to 5,000. This is a significant change for larger businesses operating in Qatar.
2. Noncompete Clauses Extended to 2 Years: The post-employment noncompete period has been extended from 1 to 2 years. Ministry approval is now required for these clauses to be valid. They become void if termination occurs during the probation period, offering workers additional protection during their early employment.
3. Structured Right to Strike: Workers now have a formal, structured right to strike after unresolved disputes. Written notice must be given to both the employer and the Ministry. Strikes are capped at 6 working days and must stop once formal legal proceedings begin. Strike days remain unpaid.
4. Wage Protection — 7-Day Deadline: Monthly and annual salaries must be deposited within 7 days of the salary due date through the Wage Protection System (WPS). Delayed payments now carry stricter legal penalties. Employers who fail to comply risk suspension of business operations.
5. Vocational Certification Now Required: Workers in designated vocational trades must hold a Ministry-accredited training and exam certificate before starting work. This applies to skilled tradespeople across sectors including construction, mechanical, and technical fields.
6. Digital Labour Dispute System: Labour dispute committees now operate through mandatory digital platforms with full legal authority. Workers can also sign employment contracts electronically before traveling to Qatar, making the process faster and more transparent for all parties.
7. Stricter Manpower Agency Regulations: Tightened licensing and operational standards now apply to all manpower and recruitment agencies operating in Qatar. Penalties for violations have been significantly increased. Agencies must meet higher compliance standards to maintain their operating licences.
